Germany 70% rule WS 2026/27: APS India mandates 70% overall in Class XII for UG applicants

    APS India announced on 23 February 2026 that, from Winter Semester 2026/27 , Indian applicants for undergraduate study in Germany must have 70% overall in Class XII to receive an APS certificate. The change was recorded in the Anabin database on 15 March 2026 and adds a minimum eligibility floor to existing UG routes.

    The rule applies uniformly across CBSE, ICSE and all state boards . APS evaluates the overall marks against the maximum achievable Class XII total , not a best-of-five or subject-specific score. APS confirmed the threshold in a clarification published on 16 March 2026 .

    Two undergraduate admission paths are affected: the Studienkolleg route and the direct subject-restricted admission route (which also requires one successful academic year in a recognised Bachelor’s program). Existing APS certificates and students already enrolled at German institutions remain unaffected.

    Germany 70% rule WS 2026/27 — who is affected and who is exempt

    The rule applies only to undergraduate admission pathways. Master's and PhD applicants are not subject to this 70% requirement. Holders of the International Baccalaureate (IB) do not need APS certification. Students with DAAD or EU-funded scholarships are also exempt from APS.

    State-board mark sheets issued in regional languages must include a notarised English translation for APS submission. APS will not keep applications open while awaiting future Class XII results; applicants must already have declared results showing 70% or more.

    Practical impact for Indian students

    CBSE context matters: in 2025 CBSE’s overall pass percentage was 88.39% , but the average marks among passers were about 57.87% and only roughly 115,000 students scored 90%+ . The 70% floor therefore places a large share of CBSE and many state-board students outside the immediate UG route to Germany.

    APS processing takes about 3–4 weeks in normal times and can stretch to up to 3 months in peak season. APS processing carries a non-refundable fee of INR 18,000 . Students also need a blocked account showing €11,904 (~₹13.22 lakh at €1 = ₹111.03, ECB rate 29 April 2026) for visa proof.

    The Uni-Assist general deadline for Winter Semester 2026/27 is 15 July 2026 . Applicants who meet the 70% threshold are advised to begin APS registration and document submission immediately to avoid peak delays.

    Immediate steps for applicants

    Check your Class XII overall percentage against the 70% floor. Register on APS India’s portal, prepare notarised translations if needed, pay the INR 18,000 fee and courier documents to APS New Delhi. Factor in APS processing time before the 15 July 2026 Uni-Assist deadline.
