Yep, if you've got an MCA from IGNOU, which is UGC approved, you're generally good to apply for a Ph.D. at IITs. Just make sure you've cleared either the NET or GATE exam. For NET, you'll need at least 55% in your MCA. Keep in mind, though, IITs usually look for a higher rank in NET or GATE.
