So, you're curious about changing your branch at IIT Bhubaneswar, right? Well, the rules are pretty much the same as in other IITs. There's this thing called the '10% rule' which says that each branch can only have a maximum of 110% of its original number of students, and no branch should have less than 90%.

To be eligible, you need a CGPA of 8.5 or higher at the end of your first semester, and you can't have any backlogs. If two students have the same CGPA, the one with the better rank in JEE Advanced gets the priority.

Now, if you're in a Dual Degree program, you can only switch to another Dual Degree program. The students in the top 1% of the branch get first dibs on branch changes. Basically, you need to score well in your first year. It's doable if you study a couple of hours each day and attend all your labs.

Keep in mind, though, that there's a lot of competition for branch changes. So, if you really want to make it happen, you've got to study regularly and stick to a schedule.
