The scheme covers government institutions and private self-financed institutions located in Delhi that have an "A" or "B" grading from NAAC and NBA, or SFRC grading of A+ or A, and whose fees are regulated by the Government. Additionally, Central/State Government Universities/Institutions located outside Delhi but within India are also covered.
