Well, there are a few reasons why IIIT Bhubaneswar's placements might not be on par with IIIT Guwahati. One of my seniors explained it like this:

IIIT Guwahati has that 'Institute of National Importance' tag, which IIIT Bhubaneswar doesn't. This status often brings in more industry support from big companies.
Because of its national importance, IIIT Guwahati gets direct funding and backing from the central government (MHRD, GOI), which isn't the case for IIIT Bhubaneswar.
IIIT Guwahati was one of the first of the newer IIITs to get its permanent campus up and running.
The student crowd at IIIT Guwahati tends to be a bit more competitive, mainly because the cut-offs are higher compared to IIIT Bhubaneswar.

So, these factors can affect the placement scenario.
