Alright, so you're curious about the hostel situation at NIT Goa, especially when it comes to food, internet, and how clean things are. From what my friends there tell me, the hostel facilities aren't exactly top-notch in any of those areas.

Food: Finding great food in any hostel can be a challenge, but at the very least, it should be hygienic. Unfortunately, that's not always the case here.
Internet: The internet speed isn't fantastic either, and since everyone's using it for entertainment, it can be quite slow.
Cleanliness: When it comes to how clean the hostels are, it's supposedly worse than the food and internet situations.
Final Year Hostel: The hostel they put final year students in is apparently the worst of the lot. Many recommend finding a place outside instead, like M.Tech students do.
Staying Outside: If you decide to stay off-campus, the main thing you'll need to sort out is transportation. Once you've got that covered, you should be good to go.

So, yeah, it sounds like staying in the NIT Goa hostels might not be the best experience, and finding a PG or flat outside could be a better option.
