About
The Higher Education & Skill Development Guarantee Scheme is an initiative by the Government of Delhi to provide collateral-free education loans up to ₹10,00,000. This scheme supports students who have completed Class 10 or 12 and wish to pursue diploma, degree, or skill development courses in Delhi government institutions. Eligibility
- Students pursuing diploma or degree in specified skill development courses in Delhi.
- Completed Class 10 and 12 from a recognized institution/school in Delhi.
- Secured admission to a higher education course or specified skill development courses in Delhi through an entrance test or merit-based selection process.

Eligible courses include:
- Graduate/postgraduate degrees and diplomas by UGC-recognized colleges/universities.
- Courses like Cost Accountant (CMA), Chartered Accountant (CA), Chartered Financial Analyst (CFA).
- Courses by IIT, NIFT, NLU, IIFT, etc.
- Regular degree/diploma courses like aeronautical, pilot training, shipping, nursing, physiotherapy, etc., approved by relevant regulatory bodies.
- Skill development courses specified by the Government of NCT of Delhi.
Note:
- The list is indicative; banks may approve other job-oriented courses.
- Courses offered by reputed institutions may be considered based on employability.
- The guarantee is available only for institutions with government-regulated fees.

Terms and Conditions:
- Children of employees of the Government of NCT of Delhi are also eligible.
- The guarantee covers recognized diploma/degree courses in Government Institutions/Universities and constituent colleges of the University of Delhi.
- It extends to private/self-financed institutions in Delhi with NAAC, NBA, or SFRC accreditation.
- The department encourages Private Institutions to obtain NAAC or NBA accreditation.
- Grading by the Third State Fee Regulatory Committee (SFRC) may be used for Private Institutions.
- Available for Institutions of technical/training skill development such as courses by the World Class Skill Centre.
- Available to students who passed Class 10 and 12 from Delhi and are pursuing courses from Central/State Government universities/institutions outside Delhi.
- A previous education loan to a sibling does not affect eligibility.
- No specific age restriction applies.
- The joint borrower is typically a parent or guardian.
- Other reputed and recognized institutions may be considered based on employability.
- Private institutions should have NAAC/NBA accreditation (minimum grade of A or B) or SFRC grading (A+ or A).
Benefits
Students can receive an education loan of up to ₹10,00,000. Interest is charged at rates linked to the base rate determined by individual banks, with simple interest during the study period and up to repayment commencement. The maximum interest rate is base rate + 2%. No security is required.
The loan scheme covers:
- Reasonable lodging and boarding charges.
- Examination/Library/Laboratory fees.
- Insurance premium for the student borrower.
- Caution deposit/Building fund (up to 10% of total tuition fees).
- Purchase of books/equipment/instruments/uniforms.
- Purchase of a computer, study tours, project work, thesis, etc.
Note:
- Servicing of interest during the study and moratorium period is optional.
- Accrued interest is added to the principal amount.
- The student and parent/guardian are joint borrowers.
- No processing charges are levied.
Documents Required
- Passport-size photograph
- Aadhaar card of student
- PAN card of student
- Class 10 certificate (passed from Delhi)
- Class 12 certificate (passed from Delhi)
- Employer’s Certificate (for children of employees of the Government of NCT of Delhi)
- Domicile certificate issued by the Tehsildar, Revenue Department, Government of NCT of Delhi (if required)
Note:
- PAN is not mandatory at application but must be furnished before the second installment.
- A certificate is required for students pursuing courses outside Delhi.
- A no-dues certificate is not required, but a declaration confirming no other loans is needed.
- Students must provide authenticated academic performance sheets if required.
- Educational institutions will share progress reports of loan recipients with the banks.
How to Apply
Eligible applicants can apply as follows:

Step 3: Click the 'Apply Now' button again.
Step 4: Fill in the required details, upload documents, and submit.
Note:
- Applications can be submitted directly to bank branches or online.
- Acknowledgement with a reference number and contact details will be issued.
- Submit loan applications at a bank branch near the parents' residence or the educational institution.
- The case is transferred to the branch nearest the institution after loan sanction.
- A decision will be communicated within fifteen days of receiving a complete application.
- The bank considers the student's future income prospects.
- The SLBC provides quarterly information on loans sanctioned.
- Rejection must be approved and communicated to the Directorate of Higher Education, Delhi, with the reason for the decision.
